Is Delaware no longer the highest standard for corporate law?

For the first time in years, it is not the top state in the annual Legal Climate Overall Raking, which measures businesses perception. Some say it is because of the Legislature's prohibition of loser-pays bylaws and an increase in corporate tax.


Interestingly, California is at the bottom in most categories. A race to the top or a race to the bottom?
